In accordance with the legislation of Belarus, projects carried out in the framework of the cross-border cooperation Programme Poland-Belarus-Ukraine 2007-2013, may be divided into two groups:
- Projects, carried out by method of national execution
- Other projects.
The method of national project execution - carrying out a project in Belarus, provided that financial means assigned for its execution are fully transferred onto the account of the recipient of the technical aid who carries out the project, while goods and other commodity assigned for the project are transferred to the Beneficiary.
Approval of the international technical assistance projects in the Republic of Belarus is performed by:
• for projects of national execution - by the Commission on International Technical Assistance acting under the auspices of the Council of Ministers of the Republic of Belarus (hereafter Commission)
• for other projects - by the Council of Ministers of the Republic of Belarus.
For the purpose of approval of the project of national execution, a Beneficiary forwards the following documents to the Ministry of Economy:
• an application on the registration of the project, filled out on a form, approved by the Minsitry of Economy;
• an original or a notarized copy of the project as well as the translation of the original into the Belarusian or Russian language;
• four copies of the description of the project in accordance with the format set by the Ministry of Economy;
• four copies of the list of goods (means, including monetary means), works and services offered for the purpose of carrying the project;
• a copy of an agreement on the opening of the banking account for the use of project's financial resources.
Projects, approved by the resolutions of the Council of Ministers of Belarus are devided into the projects, where:
• The Beneficiary is the subject of the regulatory development initiative;
• The Beneficiary is not the subject of the regulatory development initiative.
Beneficiary acting as the subject of regulatory development initiative submits to the Commission:
• The draft resolution of the Council of Ministers of the Republic of Belarus regarding the approval of the project;
• Justification of the need to make resolution;
• Financial-economic justification for making the resolution;
• Certificates on the coordination of the draft resolution;
• A list of persons involved in drafting the resolution;
• A conclusion of the National Organ of State Administration on the conformity of the project with the national interests of the Republic of Belarus;
• Four copies of the description of the project in accordance with the format set by the Ministry of Economy;
• an original or a copy of the project certified by the head of a legal entity as well as the translation of the original into the Belarusian or Russian language.
Beneficiaries, which are not subject of the regulatory development initiative, in case if they are:
- state legal entities of the national form of ownership submit proposals to the above-standing organ of state administration and other state organizations, subordinated to the Government of the Republic of Belarus;
- governmental organizations of the communal form of ownership, non-governmental legal entities submit proposals to regional executive committees and Minsk city executive committee based on the place of their state registration.
Registration of international technical assistance projects in the Republic of Belarus
Registration of international technical assistance projects is carried out by the Ministry of Economy of the Republic of Belarus.
For the purpose of registration of the approved project Beneficiaries forward to the Ministry of Economy:
• application for registration;
• an original or a notarized copy of the project as well as the translation of the original into the Belarusian or Russian language;
• a description of the project in accordance with the format set by the Ministry of Economy.
In the course of implementing a project it is allowed to introduce amendments and/or addendums into the project. The registration o f the introduced amendments and/or addendums is carried out by the Ministry of Economy provided the aims and tasks of the project as well as changes the total volume of financing, not exceeding 25% of the earlier registered volume, are preserved.
